Full Operating Model Redesign
R&A served as a consulting partner for an Investor-Owned Utility to assess the current integrated Inspections business unit and optimize its functional operating model, resource alignment, and performance optimization.
Situation
A large utility needed to address recent shifts in the responsibilities of its Inspections business unit which plans, executes, and oversees 8 distinct inspection programs. These inspection programs were rapidly integrated leaving unclear responsibilities and redundant/missing capabilities that impacted operational performance. The Inspections leader identified program sustainability issues stemming from high operational pace, burnout, and non-value-added activities not aligned to the business objectives and strategy.
The organizational changes also required enhancements to the organization’s internal UAS program, its notification management process, and an integration strategy for its programs.
Objective
Develop and implement a comprehensive and sustainable operating model that maintains performance against critical goals, enables program level success, and reconfigures functions for future success.
Establish notification management governance with partner organizations, kick off refreshed 5-year strategic roadmap with a dedicated internal UAS/aerial program development roadmap, and document shared value with peer utilities and establish mechanisms to collaborate.
Solution
Developed Updated Operating Model: Performed current state assessment and aligned revised mission, vision, and goals to updated capability functions with required roles, responsibilities, and associated level of effort.
Developed Updated Notification Management Governance and Charter: Updated functional alignment of roles and responsibilities to align work optimally and develop a charter to maintain discipline.
Developed UAS Program Scaling Plan: Utilized field observations and program data to conduct root cause analysis for UAS Program pain points to develop specific hardware, software, operations, and policy recommendations.
Supported Operating Model Implementation: Evaluated 8 org. programs based on their mission, scope, and operations to provide leadership with business justification for relocation, consolidation, or right-sizing.
Results
Successfully conducted initial current state assessment identifying pain points and development of future state solutions and strategic roadmap.
